Engr. Antonio E. Jimeno, Jr., ECE
started his career in Information Technology and Communication
(IT&C) as Data Communication Technician of Dovetronix
Enterprises, Inc., an enterprising telecommunications and data
communications company that revolutionized the way people communicate
through desktop computers via radio transceivers and linking remote
villages thru Wireless Local Loop. Through Dovetronix and EVTELCO
(Eastern Visayas Telephone Company), he installed the first wireless
local loop in the province of Leyte, Philippines, inter-connecting the
remote towns and villages together. There he honed his skills in
various telecommunications and data communication technologies,
installing and commissioning various Packet Radio Systems nationwide. A
year later, he was promoted as Systems Engineer and eventually became
the Manager for Marketing Operations. It was then that Veterans
Electronics and Communications (VETRONIX), Inc., a subsidiary of the
AFP-RSBS (Armed Forces of the Philippines Retirement Services and
Benefits System) hired him as Systems Engineer.
However, his combined experiences in Technical, Engineering, and
Marketing coupled with his on-site operational experiences involving
the latest technologies in telecommunications and data communication
persuaded the company to restructure its business operation and adopt a
multi-functional matrix system of organization. Engr. Tony Jimeno
cannot be simply contained exclusively in one department (technical,
for example) without sacrificing the income he could possibly
contribute to the company if he is holding concurrent positions in
other divisions, too. Capt. James Ylanan, then acting General Manager
of VETRONIX once asked him to choose only between the Sales Division
and the Technical Division. Engr. Tony Jimeno has chosen both, since he
has the talent of knowing the requirements of the clients (and
projecting market demands vis a vis the competition) and at the same
time come up with a unique product tailor-fit to the clients'
requirements (designing the proto-type and commissioning the same). He
was later promoted as TDMD-SID (Tele-Data Marketing Division-Systems
Integration Department) Department Head concurrent Product Manager for
MSSD (Manufacturing Division, Military Systems), Research and
Development Section Head for DSAD (Defense Division), and Sales manager
for DSPD (Commercial, Government, and Military Accounts).
His specialized skills in Systems Integration was specifically sought
when then Secretary Rafael Alunan III of the Department of the Interior
and Local Government, during a systems demonstration conducted by the
late Col. Urbano Ramos (representing GlobeLink Corporation, U.S.A.,
with which VETRONIX has an exclusive distributorship agreement)
requested for a system that will allow the DILG central office to
transmit and receive fax messages to and from its regional offices
nationwide via HF/SSB radio transceivers instead of utilizing the
telephone services which were expensive then. The technology to
transmit fax message using HF/SSB radio was not yet available at that
time and the chance of success is improbable if not totally impossible
considering the huge data (bits) required to transmit a fax message,
the rate at which data are transmitted via HF/SSB (in 300 KBps)
vis-a-vis the noisy channel in which said data will be transmitted
(large error-rate). Engr. Jimeno knew then that the key to the success
of the project is a system that integrates a fast radio modem using the
best protocol for data transmission and error-handling and the best
radio transceiver that can suppress noise in manageable levels. The
"controversial" and eventual forced closure of VETRONIX, INC. led Engr.
Tony Jimeno to continue the research on his own and with the help of
his mentor, friend, and fellow electronics and communications engineer,
Edgar Allan B. Tabell, Telecommunications Chief of the Office of Public
Affairs, DILG.
Having all the essential components and technologies in mind, Engr.
Tony Jimeno pursued his research and negotiated with various
telecommunications companies including Corona International, Inc., and
Motorola Philippines, Inc. through Contel Communications, Inc. (one of
its major dealers in telecommunications, trunked radio and paging
industries). Engr. Tony Jimeno negotiated particularly on the financial
requirements needed for the development of the proto-type equipment
that meets and even exceed the requirement set by Secretary Alunan. The
negotiations proved futile because these industry giants believed that
they can also come up with the same equipment and technology on their
own. Finally, Flashnet (formerly Oracle Computers and Communication
Company) agreed to shoulder the development of the prototype equipment,
having the potential market in the other industry in mind. The effort
led to the development of the SecSys (Security Systems) Project, a
proto-type machine that can be powered only by a qualified operator
using his secured ID car and a valid PIN. The SecSys is both capable of
transmitting voice and data as well as fax information anywhere in the
world!
An invitation was sent by the DILG to all interested bidders and said
bidding was participated in by industry giants such as, but not limited
to, Corona International, Inc., Motorola Philippines, Inc. (thru Contel
Communications, Inc.), Rhode and Schwartz of Germany (Represented by
Danny Stingele), GlobeLink Corporation of U.S.A. Flashnet,
being new in the industry, was the underdog but it was able to win the
contract. Flashnet proceeded with the installation of the SecSys
Terminals, designed by Engr. Tony Jimeno, in all the regional offices
of the DILG nationwide. Engr. Tony Jimeno conducted the technical
seminar on its features and operation in Subic International Hotel. All
radio operators of the DILG nationwide participated in the week-long
event in Subic Bay Naval Base, Olongapo, Philippines. Unfortunately
though, Engr. Tony Jimeno was not able to get his full share on the
contract as per agreement. He was later hired by Contel Communications,
Inc., as Radio Network Solutions Group (RNSG) Manager for its Motorola
Division.
Engr. Tony Jimeno also served as Business Manager of Rope Systems, Inc.
(Telecommunications and Systems Integration), and Yutiam (Electronic
Security Systems) as Senior Manager. Engr. Tony Jimeno also served as
the technical consultant of Atty. Fernando Campos, former
undersecretary of the Department of National Defense. Engr. Tony Jimeno
pioneered the nationwide technical design of TELE-SABONG under
Inter-Petal Recreational Corporation and was deeply involved in
contract negotiation and technology research and development with
various technology suppliers in Asia, Europe and the United States.
Engr. Tony Jimeno is now the President of SparkNet Advanced Digital
Technology, specializing in Systems Integration, Telecommunications,
Data Communication, Internet, Networking, and Electronic Security
Technologies.
His career as a lecturer, instructor and resource speaker required him
to make an extensive travel nationwide, catering todifferent colleges
and universities, government as well as commercial and military
establishments, including but not limited to the Intelligence Service
of the Armed Forces of the Philippines (ISAFP), Philippine Navy
(NAVCOMFAC), Philippine Marines (COMMEL), Philippine Army (COMMEL),
Philippine Air Force (COMMEL), Philippine National Police
Communications Electronics (COMMEL, now PNP-CES), and Philippine
Military Academy (Baguio City). Engr. Tony Jimeno was the first to
introduce the TETRA Technologies in the Armed forces of the Philippines
during a seminar attended by no less than the Joint Chiefs of Staff of
the Armed Forces of the Philippines during the term of the Armed Forces
Chief of Staff now Secretary Angelo T. Reyes. Engr. Tony Jimeno invited
Mr. Boyd Vaughn (ADI, USA) and personally prepared the latter's
multi-media presentation for the said occasion. Engr. Tony Jimeno
also negotiated and facilitated the contract signing between ADI, USA
and Skylink for the supply of the TETRA Radio Systems for use by the
Armed Forces of the Philippines (AFP) in its SRDP (Self Reliance
Defense Posture) and AFP Modernization Program. The event was
facilitated by (ret.) Col. Norberto Jabile, former President and C.E.O.
of VETRONIX, Inc. Engr. Tony Jimeno later became the technical
consultant of SkyLink and WorldLink (major suppliers and manufacturers
of AFP equipment) on matters pertaining to the latest technologies in
Military Defense and Communications. Engr. Tony Jimeno concurrently
played a vital role in technology outsourcing and contract negotiations
(exclusive dealership) for and in behalf of the two companies.
Engr. Tony Jimeno also conducts ECE Board Exam Review classes for
Reviewmasters Philippines, Inc., Castro Engineering Review and Training
Center (CERTC), Experts Engineering Review and Training Center, and
PERCDC. Engr. Tony Jimeno was also a former professor in the College of
Arts and Sciences at the University of the East, Caloocan Campus
conducting Physics classes.
Despite his tight schedules, Engr. Tony Jimeno was also active in
community service. He served in the Rotary International (R.I District
3780) as Star President, and Centennial President for two consecutive
years. He is also the Founding Chairman and National President of
RESCUE 117, Inc. a non-government organization advocating public
safety, anti-crime, sustainable community development, and inter-faith
to various barangay communities. He facilitated various law
forums and conducted topics on the Rules of Court and the Philippine
Constitution pertaining to people's constitutional and statutory rights
(Human Rights). The proliferation of a new criminal scheme in the cyber
world utilizing both existing and new technologies and victimizing a
lot of people worldwide, regardless of their age, status, and race led
him to campaign for its detection, prevention and eventual
prosecution. Crimes in the cyber world even surpassed its equivalent in
the real world and a large percentage of the perpetrators are still
left unpunished because of common people's perception that neither the
identity of these criminals nor their locations can be identified and
traced. The new challenge now requires expertise in various
technologies, knowledge of the law, and collaboration with networks,
companies and entities on a worldwide scale. Cyber crime
treatment, prevention and prosecution requires also a presence in the
virtual world. Engr. Tony Jimeno thus founded the
CyberCrimeComplaintCenter.com and CyberCrimeConsultant.com in the cyber
world.
His natural desire to fight crime and advocate social justice was borne
by his training and experiences as a student leader of the University
of the East Campus Ministry Christian Communities Program (UE-CCP) during his college days,
where he got his FrancIgna (Franciscan-Ignatian) way of living. St.
Francis of Assissi (Poverty, simplicity) and St. Ignatius of Loyola
(Social Justice, preferrential option for the poor) were his spiritual
mentors thru Sr. Ma. Milagros N. Roco, FMM and the late Fr. Rey Lorredo,
SJ. Engr. Tony Jimeno was also the founding chairman of the Onward
Caloocan Movement.
Engr. Tony Jimeno is now a fourth year law student at the San Sebastian
College Recoletos de Manila Institute of Law where he is serving as an
officer of the Law Executive Council (law student council) on his third
term. He is also a member of the San Sebastian College Recoletos de
Manila' FLOCK (Future Lawyer of Christ Kingdom) and a member of the
exclusive law school fraternity, the Fraternal Order of Leviathan.
Engr. Tony Jimeno is now actively campaigning to prevent, supress,
detect and prosecute cyber crimes by conducting various hands-on
training and seminars to various law enforcement agencies and military
establishment The Practical Exercises included in his training modules
involve actual tracing of the identity and locations of email-generated
crimes (spamming, identity theft, impersonation), web site related
criminal activities, blog-related cases of defamation (libel), identity
theft, and impersonation, and web-related theft of vital informations
done by the site's own web masters and designers (redirecting the
client/visitors inquiry form contents to unauthorized email accounts to
the prejudice of the business owners). He is now actively
helping various lawyers in the successful prosecution of web-related
cases by providing them electronic evidence and identity tracing. The
effects of cyber crimes are so tremendous and the capabilities of the
perpetrators to further inflict damage are so awful that they cannot be
